(Recommendation by Audit and Performance Panel/Group Leaders is that this Panel should comprise 3 Conservative Members, 2 Liberal Democrats and 1 Labour Member, with an additional Labour Member and Green Member being co-opted as non-voting Members, but being paid the appropriate Members' Allowance) (CFA 06/2005)

The Terms of Reference for the Modernisation and Improvement Panel are as follows:

1. To advise the Fire Authority on the strategic direction of its modernisation and improvement agenda in line with the need to secure continuous service improvement and community risk reduction across East Sussex and the City of Brighton & Hove.
2. Annually, to present options to the Service Planning and Resource Management Panel and the Fire Authority, for service improvement and community risk reduction, including the financial implications.
3. To advise the Fire Authority on the role that partnership and collaborative working arrangements can play in achieving service improvement and community risk reduction.
4. To examine (i) guidance issued under the Fire & Rescue Services Act 2004 and its related National Framework; (ii) other legislation such as the Civil Contingencies Act 2004, and as necessary, to advise the Fire Authority of any impacts upon the modernisation agenda.
