The new Echo pump complete with 1-7 foam has now been placed on the run at Stn 12
Once again the duty crew worked closely with the engineering department at Bexhill workshops to make the change over a seamless task.
The photo shows the engineering team carrying out certification of the foam units prior to going on the run the team includes Engineering, Clan Tools, Schmitz 1-7 John Dennis Coach Builders and two Engineering colleagues from Hereford and Worcester Fire and Rescue Service who took the opportunity to work with and carry out training on the systems prior to delivery of there own units.

All three of the above appliances are fitted with the
latest 1-7 foam systems.
Whilst placing new vehicles on the run the subsequent
cascade of displaced appliances has also taken place
and is up to date with over twenty cascade vehicles being
fitted out.
Three of the five new spare Pumping Appliances are
on the run with the manual and risk assessments carried
out including the application of Firestore an IT program
designed to confirm manual handling requirements.
12 Metre Ladders are being fitted to new and retrofitted
to cascade and spare appliances.
The new ALP is due for inspection and testing during
the last week of May with delivery to the main dealer
for PDI during June.

New pumping appliances have now gone on the run at Hove,
Barcombe, Eastbourne, Bexhill and Crowborough.
Subsequent cascade and temporary pumping appliance moves
have been completed at Bexhill, Brighton, Burwash, The Ridge
and Crowborough.
New 1-7 equipped foam appliances have also been received
and training on the new system is underway.
The ALP is nearing completion with the Water Carrier to follow.
The new appliances have been delivered with their inventory of
new equipment such as lighting, branches and ground monitors.
The three Hampshire loan appliances are being delivered back
during this week.
The new appliances have already attended a number of significant
calls.
Newhaven and Battle are due to receive their new appliances.
The first of the new spare appliance fleet is now at engineering
workshops and will have an agreed inventory and been through the
Firestore process. All five spare appliances will be of the same
model on a 4 metre wheel base.
A handing over ceremony has taken place at the Brighton Pavilion
where the Chair of the Fire Authority passed the keys of a new 1-7
foam equipped Volvo/JDC pumping appliance to the Chief Fire Officer
and Chef Executive, Des Prichard, noting that the vehicles fitted
with Euro 5 engines fully supported Brighton and Hove City Council's
air watch programme.

The new water carrier is now well into design and build at Angloco.
The chassis has now been delivered and the specification and inventory has been agreed.
The chassis is fitted with rear steer for manoeuverability.
Again the Firestore process will be used for manual handling with regard to stowage arrangements.
The vehicle will carry 12000ltrs of water in a stainless steel tank the water will be able to be loaded and unloaded utilising the automated vacuum and pressure system as well as being supplemented if need be by an onboard LPP.
The vehicle will be fitted with one 12000ltr dam for collection and two 60000ltr dams for delivery.

Firestore manual handling applied to the new Pumping Appliances photos show the software in use and equipment weighed. The photos show the position of the flow metres in the pump bay.
Over the past weeks, a number of visits have been completed at JDC to allow ESFRS to progress manual handling, equipment specification and stowed location.
H&S risk assessments have been compiled for both the vehicle and newly introduced equipment.
Driver training have completed a visit and are working on the new vehicle manual.
Euro 5 280 bhp engines fitted to ESFRS new pumping appliances, coupled with synthetic oils throughout the drive chain system, enhances the environmental commitment, whilst providing firefighting crews with the latest technology in vehicle engineering standards.
The vehicle build complies with the new BSEN Euro standards incorporating crew and vehicle safety built within the crew cab.

The photos show the inclusion of a hand washing system, fitted in the pump bay, on one of the chassis during its conversion work in Holland, prior to delivery to the body builders.
A photo of the new dash board switches single operation for Incidents Arrival at scene and overrides to allow independent operation if required.
One appliance at fire engineering stage with its 1800 litre water tank (1-7 vehicles will have a 1600 litre tank inserted with two 100 litre foam tanks.
A number of chassis at JDC are ready to be fitted out.
Risk assessments, including the application of the Firestore process, are well under way with engineering and H&S staff, including members of the user group all heavily involved.
Vehicle and equipment manuals are now in the process of development within the engineering department.

The plan has been written so that dates coincide with corresponding watch and drill dates. Local arrangements are possible with STC and Driver Training as long as the start of the next station's training is not delayed - ie the training or concept vehicle is released for use by the next station on the due date shown on the plan.

The Water Carrier chassis has been completed, inspected and is due to be delivered to our body builders within the next week.
Engineering are working with CPD to complete the user requirements for the inventories for both the Water Carrier and the ALP.
Once the Water Carrier inventory has been completed, the final design for the body configuration can be agreed.
The vacuum tank for the vehicle is currently in build with the sub contractors.
Worldwide shortages of raw materials and sub assemblies continue to effect delivery times across the UK for both vehicles and equipment. ESFRS continue to work closely with our suppliers to mitigate the current situation.

The second phase of the engineering process includes the fitting of the power take off and associated equipment, the main water tank, the main pump and its associated panels and switches and the main frame that supports the body.
As this is a new design, a number of technical issues have been overcome, such as the operation of the central locking, the layout of the ladders (on the top of the vehicle), the crew cab steps, the layout of the communication aerials and associated switch location.
Three vehicle bodies have been built and fitted including trays. During this week a visit will be made by our H&S department and Head of ICT to gain a preview of the vehicle and start to put together a risk assessment team.
A recent visit to the JDC site was made by Mike Murphy (Chair of the Fire Authority) to look at the new vehicles and equipment, whilst taking the opportunity to see for himself the background work taking place prior to delivery to ESFRS.
Councillor and Vice Chair Ted Kemble is due to make a visit to JDC during this week.
Members of the engineering team are currently meeting and in contact with the building and contract managers at JDC to move the vehicles along. While delivery dates have moved back, technically we are moving forward at a pace, with the introduction of a new model, the inclusion of the Euro 5 engine at 280 BPH, performance upgrade of the gearbox, reintroduction of the 10.5 ladder and new roof ladder.
A world wide shortage of core materials including a shortage of vehicle chassis have left a number of manufacturers and suppliers with longer lead times.
Volvo have confirmed that all of our vehicle chassis are due to be delivered on time with twin building (two being built at a time) commencing at JDC.
Background work has taken place at Schmitz on the latest 1-7 units with the inclusion of a third C coupling for high rise use. STC staff have made a number of visits to test and observe the systems operating and are currently working with Schimtz to develop the processes.
Two more chassis deliveries are imminent with the rest being delivered as per our contractual requirements.
To assist with pump operating and to complement our new branches and monitors, flow meters will be fitted as an addition to pressure gauges for each delivery in the pump bays.
Dual flow delivery valves have been selected for the new world series pumps to allow the pump operator more control of the water flow from the delivery.
The New ALP chassis has been delivered to Bronto Finland and work is underway to fit the boom package.
The new water carrier chassis has been built and is due for delivery to Angloco in the next two weeks. Orders have been placed for the tank and sub assembles.
It is proposed that as the vehicle will carry 12,000 ltrs of water and have two 6,000 and one 12,000 ltr dam. The vehicle is a vacuum tank with the addition of a light portable pump.
Since January the engineering asset section has moved, repatriated, marked and supplied some 10,000 separate items of operational equipment.
In turn this has been recorded on the asset management system. This work will of course be ongoing whilst we introduce new vehicles and the subsequent vehicle and equipment movements.

The attached image shows the proposed seating arrangements for the new pumping appliances. This proposal is for the standard cab layout and not the maxi cab layout. The maxi cab appliance has the capabilty to hold 8 firefighters and its seating plan will be the same as current appliances of this type.

The photo shows one of the phase one completed crew cabs in Holland prior to delivery to the body builders JDC in the UK. The first phase of work included chassis packaging such as moving certain components on the vehicle to allow the body to be fitted, the extension of the crew cab to enable us to fit BA onboard and the installation of Security glass.
The photo was taken during a recent Volvo and Supplier Business Team Meeting called to determine the delivery schedules and specifications for the new appliances. The Volvo and Supplier Business Team consists of:-

| Replacement Officer Response Vehicles Delivered. |

Nine new Officer Response Vehicles have been delivered as part of the Vehicle Replacement Project. Their arrival allows the return of the hire cars introduced to cover officer cars damaged at the Marlie Farm Incident. The vehicles are Ford Focus LX Estates with Diesel 1.8 110 bhp euro 4 engines and 5 star Euro NCAP Safety ratings. They are fitted with new livery, lighting and audible warning systems designed to increase the safety of officers both on the road and at the scene of incidents. The vehicles will be placed into a five year rolling replacement program.

| Five New Vehicle Chassis delivered. |

Volvo has built the first five pumping appliance chassis and they are undergoing the first stage conversions in Holland. The first completed conversions will be delivered to the UK on Friday (06 July 2007).
The build program for the new Appliances will follow a specific pattern beginning with the vehicle chassis being built by Volvo at their factory in Belgium. The chassis are then transferred to Volvo in Holland for a body conversion. This involves the construction of the Breathing Apparatus pocket at the rear of the cab extension, ensuring compliance with EC 29, which is the EU regulation that specifies the cab integrity in case of an accident.
When this stage is completed the vehicles are then transferred to the UK Volvo Dealer who completes a vehicle check before sending them onto the Coachbuilders. The Fire Service then carry out a chassis inspection to make sure that it is as per our requirements and this triggers the first stage payment to the Coachbuilders who are the prime contractors.
The Coachbuilders have already started building the bodies ready to be fitted to the vehicles as they arrive.

2. Project Overview.
“Operational capacity over the past few months has been extremely challenging for East Sussex Fire & Rescue Service. The vehicles and equipment written-off as a result of the Marlie Farm incident have had catastrophic consequences on the fleet capability of the organisation and it is a credit to everyone within the Service that we are managing to overcome these obstacles with minimal difference to service delivery.”

4. Project Detail.
4.1 New Appliances and Vehicles.
The decisions on where the new pumps are to located have been made based on geographic need, agreed replacement programme, risk analysis and a cascade programme has been developed which means that over 90% of the Services pumping fleet will be relocated ensuring that all but a few stations will receive either a new appliance or one newer than their existing appliance.
The first eight new pumping appliances will be provided to:
- Hove (Station 02)
- Barcombe (03)
- Preston Circus (04)
- Newhaven (06)
- Eastbourne (11)
- Crowborough (13)
- Battle (18)
- Bexhill (22)
The final six appliances will be those with the 1-7 foam units. They will be delivered later in the schedule to allow the additional Training required to be accommodated prior to their arrival from the manufacturer. The Authority have committed finance to the provision of additional 1-7 foam across the Service and five new units will be delivered to:
- Lewes (01)
- Preston Circus (04)
- Roedean (05)
- Heathfield (21)
- The Ridge (09)
- plus one further appliance to replace the Uckfield (12) appliance lost at Marlie Farm.
The design of the new appliance will be the first of its type in the UK on the new Volvo FLL H with a single crew cab design and configuration to provide additional locker space and standardised equipment stowage across all appliances. The intention is to provide identical appliances, stowed in a standardised way that reduces the time before they go on the run to a minimum once they have been received from the manufacturer. They will be both safer and provide environmental benefits through the use of the latest Euro 5 engines.
In addition to the Appliances damaged at Marlie Farm, nine Officers' Response Cars were also lost. We are currently taking delivery of new cars with enhanced vehicle markings to replace these and this is expected to be completed by the end of June 2007.

4.2 Training.
Some stations are already proficient in the use of 1:7 foam, so training requirements for each station have been assessed on a station-by-station basis. The training programme will run from August 2007 to January 2008 and fire crews will be trained by both the Service Training Centre staff and Station based 1:7 foam instructors. In the first instance, all stations taking delivery of 1:7 foam appliances will receive external training and after a short period of consolidation will move onto internal training. Watch based instructors will be receiving refresher training in the near future to ensure consistency between the Training Centre and Station end users.
Each station within East Sussex Fire & Rescue Service will receive a training appliance on a rotational basis. Crews will undertake driver training from a designated driving instructor along with vehicle and pump familiarization training from Training Centre staff. When the training is completed, Stations will then receive their new appliances and the training vehicle will move onto the next station. Where necessary, personnel will also receive specific training on any new equipment delivered as part of the Vehicle Replacement Programme before the appliance goes on the run.

4.3 Consultation through the Vehicle User Group.
A lot of work behind the scenes has been done to progress to this point within the Vehicle Replacement programme and there is expected to be an ongoing commitment by engineering, procurement and finance departments to ensure that the project runs effectively. A project structure has been created which has been illustrated for easy reference.
Within this arrangement, a Vehicle User Group has been incorporated with the sole objective of ensuring that every firefighter within East Sussex Fire & Rescue Service has a direct point of contact to feed-back any comments or issues that arise during the replacement programme of vehicles and equipment. There is a representative from all user groups; wholetime, day crewed and retained in order for this to be effectively accessible for everyone.
Each station has their own individual requirements and it is essential that channels of communication are open and effective between ESFRS operational crews and the project board. Please contact your Vehicle User Group representative as your first point of reference for any feedback or questions you may have. 4.4 New Equipment.
The replacement of so many appliances gives the opportunity to rationalise the equipment fitted to our vehicles. Having a standard set of equipment on all appliances means that our Engineering Department can maintain a standard inventory which results in improved supply of replacements and economies of scale. In addition, it supports the smooth transition of crews starting a shift on an appliance as they will be familiar with all the equipment they can expect to find regardless of which appliance it is.
Shovels and Spades.
The project aims to remove all the current shovels and spades from all Service vehicles and replace them with one dual use unit.
The new unit has the ability to act as both but with the added safety feature of an insulated and certificated handle should we hit any underground or hidden cable whilst digging or clearing out following an incident. It was developed for BT who have similar Health and Safety and operational requirements.
New lightweight 12 metre ladders.
Currently ESFRS use 13.5M Ladders on appliances which has been the mainstay Ladder for most Brigades in the UK for a number of years. All new Appliances will be fitted with a new 12M Ladder which, although the same design, is considerably lighter in weight at only 76Kgs.
Hale World Series Pump.
The Hale World Series Pump is extensively used within the Fire and Rescue service across the world and has been selected due to its ease of use and outstanding maintenance record.
It is fitted with three deliveries and an integral bypass for pump cooling and has the ability to supply both low and high pressure water simultaneously.
This pump will be fitted to all fourteen new pumping appliances.
The Argus 4 Thermal Image Camera.
All new appliances wil be issued with the Argus 4 Thermal Image Camera. This is a new generation, solid state camera for use in environments with very poor visibility and can be used to identify casualties in an area where they would not be seen by the naked eye. It will operate in areas of extreme smoke and heat and will operate in temperatures up to 1000 Degrees Celcius. It can also be used to identify areas of heat, for example, in wall cavities or steel structures etc. and can even take up to 100 'photographic' style images which can then be used for Fire Investigation purposes or for Operational Debrief situations.
Akron Turbo Jet Hand Branches.
The Akron Turbo Jet 1720 Hand Branch will deliver between 115 and 475 litres of water per minute in a variety of spray patterns. All new appliance will have two of these to each Fire Appliance.
Improved Hand Cleaning Facilities.
All new appliances will be fitted with a Deb Hand Cleaning System which:
- dispenses a barrier cream prior to working to help prevent Dermatitis related conditions.
- dispenses a hand cleanser to thoroughly clean up after work.
- dispenses a Sanitiser to promote Hygiene.

5. FAQ.
5.1 Why are we not putting 1:7 foam on all ESFRS appliances?
The Fire Authority has recognised that the Service would wish to have 1:7 foam on the majority of its pumping fleet and has shown its early support by providing the capital finance to achieve this. This money is still available for further units to be provided. There is however, a realistic view that the training required in achieving this would have resulted in the replacement of the older appliances being delayed. Officers have considered the original programme and the capacity of the organisation to accept further appliances within their decision. Early discussions are taking place to consider how many of the 2008/2009 appliances may be 1:7.
5.2 Why can�t we have the exact dates of when we�ll receive our vehicles?
The FFL appliance from Volvo is the first of its kind in the UK and because of the wish for the Service to deliver modernised firefighting appliances, a complete new design is required and modifications to the standard Volvo cab and chassis are required. A project plan for the delivery dates is being developed, however there will always have to be some flexibility in time-scales due to the work involved between Volvo, JDC, equipment providers, training and delivery into the Service. The project team is tasked to work with all of these bodies to keep within the original timescales, sometimes there are issues that arise that are out of our hands.
5.3 What were the reasons behind the decisions for the vehicle cascade schedule?
The schedule for vehicle replacement has taken into account the need to train staff prior to the provision of appliances, to recognise that some appliances are due for disposal and to ensure that we are able to provide a smooth programme for delivery. For example the 1:7 foam appliances have been allocated as the last six to ensure that the specialist training is delivered at the right time.
5.4 Can we have regular updates on the Vehicle Replacement Programme?
Communication is an essential part of the Vehicle Replacement Programme and we hope to keep service personnel and residents of East Sussex up-to-date through this website and our internal printed newsletter, Let's Talk. We intend to provide regular updates outlining the different stages of the on-going project and will also include feed-back from fire crews on the performance results of the new appliances and equipment. In addition any major developments or key issues will be communicated to fire crews via the Service Brief and e-mail.

An operational equipment store has been built at Bexhill Station (22) to support operational activities 24/7. This store will be managed by the Engineering Team (photograped) and was an early decision taken as a result of Marlie Farm in order to support the movement of equipment and the consequential replacement programme. The store includes such items as hydraulic cutting equipment, portable pumps, generators, 1:7 foam, etc and provides an enhanced service to East Sussex Fire & Rescue Service.
