It has been announced in a written submission to Parliament that the FiReControl contract with Cassidian (formerly EADS) has been cancelled.
As we know more about the implications of the decision by the Minister we will review our position in the light of further information.
In November 2009, CLG were presented with a revised submission for funding of cost associated with the provision of SEE accommodation on our 26 sites. These costs resulted from agreement of server locations, more accurate costs for cabling work and site-specific costs.
CLG have indicated that funding is approved for electrical works only and further requests for funding would only be considered as a business case. Hence, a generic business case, together with individual site-specific business cases is being prepared for submission to CLG for the approval of additional funding.
Each FRS was tasked with undertaking an audit of current control room processes and equipment to ensure all transitional requirements are captured. The aim of the audit, which is being used in conjunction with the FiReControl scope, is to ensure that a location is found for all processes and equipment post-cut over (i.e. all current activities have a new identified home and resourcing implications highlighted).
An analysis of the initial review of activities has now been undertaken, with assistance from ESFRS personnel with specialist references. Detailed work on business process mapping all these activities has now begun. This is a substantial piece of work that requires appropriate FRS personnel [current activity owners] participation.
These are the new processes and procedures FRS and RCC will work within. FRSs are awaiting the full WOW documents from CLG. ESFRS are invloved in the regional review of the WOW documents which will feed into the national project work.
The Firelink project is now coming to a close with all relevent ESFRS vehicles having had a radio installed.
The next phase will be when the radios are linked up to the new RCCs.
We are currently planning how ESFRS will migrate all of it's existing data e.g. pre-determined attendances, hydrants, contact numbers, risk information and resource attritbutes into the format required by the new RCC.
